They can't wear a typical winter coat in their car seat.  Since I doubt you'll be taking a newborn out to play in the cold weather like you would an older kid I would say no.  We have a fleece bodysuit that we used for my son, that is fine for wearing in the car seat.  We didn't have the infant car seat, so we would put him in the fleece coat for carrying him to the car.
 I had DD in the dead of winter. We did not get her a coat, but we layered that baby up when we went outside-- socks, t-shirt, footed pajamas, hat, fleece coverall, mittens, blanket. Two things to consider:
1) Where I lived (Oklahoma), we had relatively mild winters (low 20s, at the worst) with a few rogue ice storms. This may not work for people in colder climates.
2) You are not supposed to have a child in a coat in a car seat.
NEXT February (2014), your child will need a coat, because they will likely be walking around or sitting in a stroller (not attached via a car seat). I would just keep the baby dressed warm with a hat if its really cold and put a blanket over him/her.  There's also a bundle me that I used that hugs the car seat.  I got mine from target by JJCole.  I didn't actually buy a coat and she was born in August.  Plus your basically just going to use it if you take them out of the car seat.  Most winter coats are too bulky for infants to actually wear while strapped in.  Babies also get quite sweaty in the car seat too.I would say no, b/c you're not supposed to put them in carseats in anything puffy or bulky on, so I don't really know when you would use it. Last year was the first year DD had a real snowsuit (16 - 18 mo/old) b/c she would occasionally go outside to play at daycare.
In the carseat, I would put her in a fleece jacket and stocking cap, and put a blanket over her. Then I put one of those "shower cap" style covers over the whole carseat. She was pretty toasty!I'm procrastinating on this item. Just to see how the weather is once it gets sooner to the due-date. But where I live the weather is kind of unpredictable and it's best to wait to see if there is even going to be snow around feb. Your area maybe different.
